In 2017, the St. Paul and Rapid City regions collectively generated $4.9 billion in revenues, an increase of 1.3% over the prior year. The combined regions include over 131 casinos across 10 states. In April 2018, the National Indian Gaming Commission (NIGC) established an eighth regional office in Rapid City, South Dakota. The creation of the eighth region effectively split the legacy St. Paul region into two separate regions. The additon of an eighth region provides the NIGC with more resources to serve what was the largest region in terms of geographic area and number of casinos. Newly Formed Rapid City Region: The region represents 39 casinos across 4 states (North Dakota, South Dakota, Montana and Wyoming) and generates $363.3 million in gaming revenues. In 2017, the region reported a 2.7% decline in total gaming revenues. The decline in revenues across this region is primarily attributed to the oil and coal driven regional economic recession originating from low global energy prices. The suppressed energy prices have led to tens of thousands of jobs being lost across the coal producing Powder River Basin in Wyoming and the oil and natural gas producing Bakken formation in North Dakota. The Reshaped St. Paul Region: The region now represents 92 casinos across six states (Indiana, Iowa, Michigan, Minnesota, Nebraska and Wisconsin) and generates $4.6 billion in gaming revenues. In 2017, the region reported revenue growth of 1.7%. The region’s revenue growth was consistent with the 1.8% revenue growth reported by the Midwest Commercial Casinos in 2017.
