In 2016, the St. Paul region experienced a 1.1% increase in gaming revenue. Although the lowest regional growth rate, it still marks the second consecutive year of revenue growth, which is a welcome change. Between 2012 and 2014 the region experienced declining revenues, amidst continued expansion of gaming operations. The region added 12 new casinos since 2012, bringing it to 132 gaming operations. The number of casinos in the St. Paul region is much higher than the other regions, but it is also the largest in terms of geographic coverage. • Tribal gaming expands to Indiana. In January 2018, the Pokagon Band of Potawatomie Indians opened the Four Winds South Bend Casino, located in South Bend, Indiana. The casino is currently only a Class II facility, which restricts its operations to gaming machines that utilize a bingo game instead of a random number generator to determine the results of each wager. The casino has four restaurants, three bars, a players’ lounge and coffee shop. • Gaming provides a path to prosperity and economic self- determination that extends beyond hospitality and entertainment. The St. Paul region is home the Shakopee Mdewakanton Sioux Community, which has become one of the most successful tribes in using gaming as a path towards economic self-determination. While the tribal members have prospered from gaming, the nation continues to give back. The Shakopee have given over $325 million to charity since opening the Mystic Lake Casino near the Twin Cities. The Shakopee are also highly engaged in improving societal issues through its political lobbying efforts. Most notably, the Shakopee were one of the leading voices in extending protections for victims of domestic or sexual violence to native women.
