State of the State — Historic Tax Credits in Missouri In January, the Real Estate Services Group of RubinBrown held conferences in St. Louis and Kansas City titled “State of the State – Historic Tax Credits in Missouri.” Both conferences were standing room only as developers, lenders, attorneys, syndicators, government officials and others from around the state gathered to discuss current legislative threats, 2009 legislative and rule changes, and other significant issues impacting the future of the Missouri Historic Tax Credit (HTC). Bryan Keller, partner-in-charge of RubinBrown’s Real Estate Services Group, and Peter Noonan, senior vice president and manager of Tax Credit Services for Commerce Bank, kicked off the events with a legislative update reviewing where we started, where we are today, and where we may be going with Missouri’s HTC. Noonan gave a brief history of what’s been dubbed the “Missouri Model.”
