PORTLAND REGION

The consistent growth rate is attributed to the continued expansion of both tribal gaming facilities and the number of operations, while operating without commercial competition. The Portland Region is the only NIGC region that exclusively offers tribal gaming. The other six NIGC regions include states that have legalized full-scale commercial casinos, pari-mutuel facilities, or both. The possibility of competition from commercial casinos in Oregon became a real threat in November 2012, when the issue of the state allowing commercial casinos was put on the ballot. However, Oregon voters overwhelmingly rejected the ballot measure (Measure 82) with 71.7% of voters voting against commercial casinos. Tribes across the Portland Region can anticipate revenue to increase due to continually reinvesting in existing facilities and looking to develop new facilities. In Idaho, The Nez Perce Tribe, located in northern Idaho near Lewiston, broke ground on a $16 million expansion of the Clearwater River Casino in March 2012. The expansion includes a new 35,000 square foot event center and 200 gaming machines. The Shoshone-Bannock tribes, located in southeastern Idaho near Pocatello, completed a new 156-room hotel and event center at the Fort Hall Casino. In Oregon, the Confederated Tribes of Warm Springs, located 100 miles southwest of Portland, moved its gaming operations from the Kan-Nee- Tah resort to the new Indian Head Casino facility. The new facility expands the tribe’s gaming operations and, being on U.S. Highway 26, is more accessible to motorists. In Washington, the Snoqualmie tribe, located 25 miles west of Seattle, has outlined an expansion plan, which includes a new 340-room hotel, conference center, theater, larger casino, and additional parking. Once completed, the property is anticipated to provide direct competition to the Tulalip’s Resort and Casino, which received the Washington Lodging Association’s 2012 Outstanding Property of the Year award. While expansion and redevelopment continues in the Portland Region, the Carcieri and Patchak decisions may stall further growth in the coming years. Both the Spokane Tribe, located in Washington State, and the Coquille tribe, located in Oregon, acquired land with hopes of future casino developments. However, both have been hindered as local municipalities and landowners are contesting the legality of placing the land into trust for casino development.
